Connecticut’s Economic Action Plan

As part of the state’s Economic Action Plan,  the Department of Economic and Community Development (DECD) is launching two initiatives that will restore jobs, accelerate growth opportunities, and ensure an economy that works for everyone as we recover from the pandemic:

Small Business Loan Fund for Women, Minorities and Non Profits

Innovation Corridor – Provides up to $100 million in state co-investment that will seed three transformational, place-making projects in cities; 101 College St. in New Haven is currently underway and considered the first project investment.

CT Communities Challenge – Competitive grant program ($1M – $10M in size) to improve livability and vibrancy in communities throughout the state.

GOVERNOR LAMONT ANNOUNCES FEDERAL APPROVAL OF CONNECTICUT’S PLAN TO SUPPORT ENTREPRENEURS AND SMALL BUSINESSES GROWTH WITH COVID RECOVERY FUNDING

(HARTFORD, CT) – Governor Ned Lamont today announced that the U.S. Treasury Department has approved the State of Connecticut’s plan to deploy up to $119.5 million in funding through the American Rescue Plan Act’s (ARPA) State Small Business Credit Initiative (SSBCI).

 Connecticut’s SSBCI program will support underserved entrepreneurs across the state through a variety of loan and equity programs designed to spur small business growth, create jobs, promote equity, and catalyze green technologies.

 “We are thrilled to accept SSBCI funding from Treasury and get it into the hands of small businesses, which are at the heart of Connecticut’s strong economy,” Governor Lamont said. “I thank the Biden administration and Connecticut’s Congressional delegation for providing this funding through ARPA to accelerate our COVID recovery.”

 “Congress’s goal in passing the American Rescue Plan Act was to help our country quickly recover economically from the COVID pandemic,”the members of Connecticut’s Congressional delegation said in a joint statement. “This use of ARPA funds will spur small business growth and green energy through major investments in entrepreneurship. These vital investments will create thousands of new jobs and will work to make Connecticut more equitable and sustainable. Our delegation is proud to have fought to bring these funds back to Connecticut.”

 “This is an historic investment in entrepreneurship, small business growth, and innovation through the American Rescue Plan that will help reduce barriers to capital access for traditionally underserved communities,” Secretary of the Treasury Janet L. Yellen said. “I’m excited to see how SSBCI funds will promote equitable economic growth across the country.”

 This new federal support will enable the launch of two initiatives central to the overarching Governor’s Economic Development Action Plan, a strategic package of initiatives undertaken in 2021 that totals more than $600 million over five years that will result in a projected 80,000 new jobs.

 SSBCI funds will be administered by Connecticut Innovations, the state’s strategic venture capital arm and leading source of financing and ongoing support for innovative, growing companies.

With this capitalization, Connecticut Innovations will launch two new funds:

 The Connecticut Future Fund, supporting entrepreneurs from underserved and diverse backgrounds who lead small businesses in a variety of sectors; and

  • The ClimateTech (CT) Fund, supporting early-stage businesses with a focus on clean energy, environmentally safe manufacturing, and climate resiliency.

 Both of these new funds will be supplemented with existing Connecticut Innovations funds. Other SSBCI funds will support existing Connecticut Innovations programs, such as initiatives to support bioscience and advanced manufacturing businesses. Connecticut Innovation’s investments will include early-stage venture debt and equity investments.

 “This funding allows us to support underrepresented founders and allow us to grow, attract and retain the most promising green tech companies in Connecticut,” Connecticut Innovations CEO Matthew McCooe said. “We look forward to putting these dollars to work and helping Connecticut-based companies succeed.”

 “Our strategic investments in underserved entrepreneurs and green technologies will now be supersized thanks to SSBCI,” Connecticut Department of Economic and Community Development (DECD) Commissioner David Lehman said. “As soon as ARPA became law, DECD and our partners at Connecticut Innovations have been hard at work planning how to optimize our use of new federal funding, and we are now ready to hit the ground running with this award.”

Minority Business Development Agency Advanced Manufacturing Program

The MBDAMP is a five year grant (7/1/2021 – 6/30/2026 ) to promote and ensure the growth of
minority enterprises through technical assistance, business development, and manufacturing
assistance delivered through a network of experienced organizations in New England. The

Like all successful missions, small business ownership starts with training. That’s why SBA empowers service members, veterans, National Guard and Reserve members, and military spouses with entrepreneurial trainings and resources right in their local community. Through a network of partners and grantees, SBA offers specialized training programs for women veterans, service-disabled veterans, and veterans interested in federal procurement. The Women’s Business Development Council is pleased to offer grants of up to $10,000 to qualified women-owned small businesses in Connecticut.

Round 3 will be announced in April.

The Equity Match Grant Program is designed to help women-owned businesses pivot, expand or restructure during pandemic times and beyond.  Grants between $2,500 and $10,000 will be awarded for clearly defined projects that will have a measurable impact on the business.  Priority will be given to those from economically distressed municipalities.

CHRISTINE PHILLIPS APPOINTED SENIOR VP, HUMAN RESOURCES DIRECTOR AT WESTFIELD BANK

Westfield, MA Westfield Bank is pleased to announce the appointment of Christine Phillips as Senior Vice President, Human Resources Director. She is responsible for overseeing all aspects of human resources for Westfield Bank, including employee benefits, compensation, payroll, recruitment, employee relations, compliance, management development, and performance/talent management. 

Prior to joining Westfield Bank, Ms. Phillips was First Vice President at Peoples Bank in Holyoke,

Equity Match Grant Program for Women in Business

Research shows that an overwhelming majority of the more than 60,000 Connecticut businesses that secured federal loans for COVID-19 relief were male or white-owned: 78 percent were male-owned; 84 percent were white-owned; seven percent were Asian-owned; six percent were Hispanic-owned; and three percent were Black-owned. Lt. Governor Susan Bysiewicz, the Women’s Business Development Council, and the Connecticut Department of Economic and Community Development today announced a new COVID-19 relief program designed to provide much-needed cash grants to women entrepreneurs disproportionately impacted by the pandemic

The Equity Match Grant Program, which will be administered by the Women’s Business Development Council through its Opportunity Fund, will aid entrepreneurs in accessing the capital needed to establish banking relationships, improve credit, and overcome challenges related to the COVID-19 pandemic. 

Together, Lt. Governor Bysiewicz and Fran Pastore, CEO of the Women’s Business Development Council, raised $525,000 in funds. The State will match the funds up to $500,000, bringing the total amount of funds available in the Equity Match Grant Program to more than $1 million. 

Funds from the Equity Match Grant Program can be used to purchase critical business assets such as the personal protective equipment needed to comply with reopening guidelines, or to pivot to an online business model which will help the company increase revenue and improve its cash flow. 

Grants between $2,500 and $10,00 may be given for clearly defined projects that will have a measurable impact on the business. Applicants are required to provide a 25% match.  

To qualify to apply for an Equity Match Grant businesses should: 

  • Be a woman-owned business; 
  • Have prior participation in WBDC programs or services; 
  • Be in business with a record of sales for a minimum of one year;  
  • Be registered in Connecticut and in good standing with the state; 
  • Utilize an online or automated financial system; 
  • Have an established business-banking relationship.

Capital Workforce Partners Awarded $10 million grant to support Connecticut Workforce & High-Tech Industry Skills Partnership (CT-WHISP).

An award of $10 million was granted to Capital Workforce Partners, on behalf of the Connecticut Workforce Development Council, from the U.S. Department of Labor/Employment and Training Administration, H-1B One Workforce Grant Program to support the Connecticut Workforce & High-Tech Industry Skills Partnership (CT-WHISP).

The CT Workforce & High-Tech Industry Skills Partnership will support the development and expansion of a talent pipeline of Connecticut workers in two industry sectors, including the tapping of new talent for information technology (IT) and retooling the advanced manufacturing workforce. Please find attached a summary of the project. Anticipated Outcomes: A total of 2,086 participants will be served with 499 un/under-employed individuals receiving credential-based IT training, 1,397 incumbent IT and Adv. Mfg. workers placed in upskilling
opportunities, and 190 individuals receiving On-the-Job Training supports. CT-WHISP leverages over $8.7 million (with more than $4 million in leveraged resources from business partners), and further aligns tomajor technology-based initiatives such as the Digital Talent Ecosystem Initiative. More information will be shared in the coming days.  

Mayors United Food Distribution

Every Friday, beginning October 9th through October 30th,  the Towns of Bloomfield, West Hartford and Windsor, will host a food distribution program for its residents.  Each family may receive 1 box of food. 

Distribution will be from 10:00 a.m. to 2:30 pm at the Rehobeth Church of God, 1170 Blue Hills Avenue in Bloomfield. Face masks are required.

Auerfarm Hosts its Annual Blueberry Jam 

Join Auerfarm on July 25th from 5:00-7:30 for its annual Blueberry Jam! The RePublic will be providing dinner and dessert. Listen to the Carroll Sisters perform as you eat your dinner. The cost per person is $40/adult and $10/child and we have availability for 80 people to dine here while socially distancing in our natural 2 acre amphitheater. You also have the choice of purchasing a “to-go” meal. If you purchase a “to-go” meal, you can log onto our Facebook page to listen to the Carroll Sisters also.

The menu for the Blueberry Jam on July 25th is as follows:
1st course: Watermelon and feta salad
2nd course: Choice of Chorizo or Salmon burger
3rd course: Blueberry crumble
Sides: French fries, street corn
Children’s menu is mac n cheese with the normal sides.
Each course comes with a choice of local beer or cider.
